National Data Management (NaDB)

The National Data Management Programme (NaDB) facilitates data management in the public sector. At present, the same information often has to be submitted to various administrative bodies – but in future, thanks to the once-only principle, it will only need to be submitted once. Authorised authorities share data with one another, which considerably reduces the burden on the public, businesses and the state.

Requirements for efficient data management

To enable shared management of data at all levels of public administration, certain conditions must be met. These include the legal frameworks governing the exchange and use of data. Similarly, IT systems must be technically interoperable so that they can exchange information reliably.

Furthermore, common standards are needed for collecting and describing data. This semantic interoperability – together with organisational, legal and technical interoperability – creates the basis for the multiple use of data.

What does interoperability mean?

Interoperability describes the capability of independent, heterogeneous systems to integrate seamlessly. It enables the efficient exchange of information without the need for new, separate agreements in each case.

The European Interoperability Framework (EIF) distinguishes between four levels of interoperability.

  • Legal interoperability means that there is a sufficient legal basis for cooperation.
  • Organisational interoperability ensures the alignment or coordination of business processes.
  • Semantic interoperability ensures that data is understood in the same way and does not have to be manually reformatted to enable the exchange of data.
  • Technical interoperability encompasses all of the technical aspects of data exchange, including interface specifications and transmission protocols.

The I14Y metadata platform as the technical foundation for interoperable data management

The I14Y Interoperability Platform was developed to promote the multiple use of government data and to improve its visibility and discoverability. On this platform, the authorities’ data collections are described using metadata based on the Data Catalog Vocabulary. This metadata indicates which data is available and provides information about its quality, enabling users to search for, compare and reuse specific data.

Registres

Open Government Data (OGD)
